As the festive season approaches, the South African Revenue Service (Sars) has said the new travel pass system is a new way of declaring goods digitally, in the same way travelers currently have to clear customs in paper form.

Sars announced in October that South Africans will need to obtain a pass before leaving or entering the country after international travel, but remained vague on the details of the new system.

Commissioner Edward Kieswetter explained that the new laissez-passer was more than just a travel document and declaration, but a means of ensuring the integrity of financial flows in and out of the country.

Details required

To successfully complete the declaration, travelers will need the following information on the online system:

  • Passport information
  • Trip details
  • Contact details
  • Travel Companion Passport Numbers
  • Entity/company contact details when traveling on business
  • Goods, including currency, entering or leaving the country

Implementation

SARS said the new travel pass system is expected to be rolled out at King Shaka International Airport in Durban on November 29, 2022 and will be on a voluntary basis.

He said that while travelers will still be allowed into South Africa without online electronic declaration, then the original paper document of the declaration will need to be completed.

Confidence in the ticket

Kieswetter expressed confidence in the new system.

“As in other countries where it is being implemented, such as the United States, New Zealand and Australia where travelers are expected to self-declare upon entry, it will help maintain the integrity of the national economy and will contribute to the integrity of the country’s financial system.

Leaders of Germany’s federal government and 16 states have formally agreed on a new €49 ($49) monthly pass after weeks of political wrangling.

The ticket – a successor to the €9 pass tested over the summer – will give people unlimited access to regional train, metro and bus services across the country.

The new note is expected to cost around 3 billion euros in taxpayer subsidies, to be shared equally between the federal government and the states.

Pros and cons

The €49 ticket will be seen as a compromise – environmental and consumer groups had called for an extension of the €9 ticket, but several politicians were determined to oppose it.

While the €9 scheme has proven popular with the public and has helped to mitigate the impact of soaring inflation and bring ridership back to pre-COVID levels, it has also cost the taxpayer German about 2.5 billion euros.

“The mentality of free is not sustainably fundable, not efficient and not fair,” tweeted the country’s federal finance minister, Christian Lindner, in August.

One of the central concepts behind the ticket was that it would lead to a reduction in car use and reinforce Germany’s commitment to becoming carbon neutral by 2045.

But the data on whether it happened and whether it can be attributed to the ticket is so far mixed.

According to the German Office for National Statistics, the first month of the program saw only a slight reduction in road traffic, but a huge increase in train travel – in June 2022 the average train travel was 42% higher to that of June 2019.

The biggest increase in numbers was seen at weekends, bolstering the argument that people were using the ticket for leisure trips they might not have taken otherwise.

According to public transport lobby group the Association of German Transport Companies (VDV), the scheme saved 1.8 million tonnes of CO2 because commuters weren’t using their cars as much.

But the group also found that in the greater Munich area, just 3% of people left their cars at home in favor of local public transport. He said that overall, a quarter of public transport journeys taken over the summer would not have been taken without the ticket, calling these “additional journeys, not substitute journeys”.

A full assessment of the impact of the €9 note is expected from the government later this month.

“We were totally caught off guard when the announcement came out late last week and was widely reported in the press. So I immediately came back to SARS and said, look, this is came out, there is much consternation [and] there are a lot of questions, and without proper information, it’s kind of frustrating for people, and there are a lot of things that need to be dealt with and answered.”

SATSA and SARS agreed to hold a briefing on Tuesday to address those concerns. But a day before the event, SARS backed down, citing, according to Frost, “insufficient alignment within government on this project.”

“Obviously, that’s extremely disappointing,” Frost says of SARS’ reluctance to engage industry on this new system just two weeks before its implementation.

“They [SARS] realize, and I’ll just put it in the vernacular, which they stuffed [and] they apologize profusely.”

SARS’ last-minute no-show only stoked concerns among industry players, although Frost admits that a digital traveler management system – if done right, moving away handwritten forms susceptible to corruption – will “really make things better” and “in no way impede” the movement.

But South Africans looking to travel abroad and foreigners planning their summer holidays through OR Tambo remain wary of looming and unclear pass requirements. With no further details on SARS and the fast approaching deadline, SATSA requested that the November 1 launch date be pushed back.

“We will write to the SARS Commissioner today [Tuesday]. We will consider all input and concerns that have been raised, and will raise them directly with them as a matter of urgency,” Frost said.

“The main message we want to get across is that trying to do this on November 1 at OR Tambo is just not the way to go. We need to take the cold shower here and just relax and take a step back and the do it in a way that brings everyone together.”

Sars said a traveler is allowed to declare and carry a maximum of R25,000 of unlimited foreign currency whether leaving or entering the country.

SA reacts

South Africans reacted to the announcement of the travel pass, with some welcoming it and others skeptical of the new system.

Former Democratic Alliance (DA) leader in parliament Lindiwe Mazibuko said she was “not angry with the system”.
